Where a city is located, dictates what's available for growing- it can be tricky setting up a garden-space if your home-village is clinging onto the sheer-side of a cliff...
Another settlement located on volcanic ground, could potentially have a fantastic bounty of healthy crops due to the fertile soil...

. soil-grade, items and skills impacts plant growth
. gardens are for citizens; obtain a settlements membership to use their spaces!

Where to Garden:
Many settlements will have a dedicated area for gardening, either as an area to enter into, or included as a space with your home!
Settlements that are in environmentally unfriendly spaces, often have a garden center for selling pots, seeds, and containers for indoor-gardening, importing better quality soil from far-off lands...
What to Garden:
Plants are listed by region in the Encyclopedia, along with where they can be found in the wild, what can be harvested from them, and if they have requirements or necessary tools for collecting resource.
Most plants will need to be planted within their native region to grow, though there may be items and places out there which bend this rule...
Some seeds are straight forward; own a plot of dirt for plants, water it & let it grow! Other species may be far more persnickity, and sport a careful regime required to grow, bloom and harvest...
Tools:
Plants may have tools listed within its form:
'tools: clippers',
you'll want to check out the Tools Encyclopedia to see what this particular tool is used for, and get yourself one from a nearby shop!
Be sure to read the description of both tools & plants carefully- there may be plants out there that will have a consequence for been harvested without proper equipment, such as a Lingering Toxin if you're not properly gloved...
Plants with 'tools: - ' means anybody can pluck that plant!
